§ 74-4. Utility connections in streets being paved.

When any street is to be paved, the city commission may, at the time of authorizing the work, fix a time within which abutting property owners may make connections with any sewer, gas, water or other utility in the street to be paved, and if such connections are not made by the property owners within such time no connection shall be made by the property owners with any such utility. Thereafter the city shall from time to time make such connections for the property owners, assessing a charge therefor to the property owner, and the city may require the payment of the charges in advance.
