§ 14-321. Definitions and classes of contractors.

  • (a)

    Terms used in this chapter are defined in F.S. §§ 489.105 and 489.505 as amended, and which are not defined in this chapter, shall have the definitions assigned to them in such sections.

    (b)

    Aluminum specialty structure contractor shall mean a person who is qualified to do aluminum additions including but not limited to carports, utility rooms, screen rooms, pool enclosures, vinyl rooms, soffits and siding. The aluminum contractor shall be permitted to do foundation, slab, masonry, and other work incidental to the construction being performed.

    (c)

    Sign specialty contractor-nonelectrical shall mean a person who is qualified to install, repair, add or change nonelectrical sign according to the adopted building and zoning codes.

    (d)

    Concrete forming and placing specialty contractor shall mean a person who is qualified to batch and mix aggregates, cement and water to agreed specifications, to construct forms and framework for the casting and shaping of concrete, to place miscellaneous embedded steel and to pour, place, and finish concrete.

    (e)

    Demolition specialty contractor shall mean a person who is qualified to demolish and remove structures, such as dwellings, commercial buildings, and foundations.

    (f)

    Sign specialty contractor-electrical shall mean a person who is qualified to install, repair, alter, add to, or change any electrical wiring apparatus, raceways, conduit, or any part thereof on electrical signs, and who is qualified to erect signs. Such contractor may contract for, and take out building permits for the erection of the sign.

    (g)

    Residential electrical specialty contractor shall mean a person who is qualified to install, repair, alter, add to, or design the electrical wiring, fixtures, appliances, apparatus, raceways, conduit, or any part thereof, in one-, two-, three-, or four-family residence not exceeding two stories in height, and accessory structures in connection with the residences. The electrical service shall be limited to a single phase, 400 amp single service.

    (h)

    Gas plumber specialty contractor shall mean a person who is qualified to install, maintain, repair, alter, or extend natural gas piping, appliance, gas laterals, and other appurtenances in connection therewith.

    (i)

    Limited roofing specialty contractor shall mean a person who is qualified to install, repair, and replace residential steep slope roof coverings. Steep slope shall mean any roof pitch greater than or equal to 3:12. Work may include fabrication and installation of sheet metal incidental to residential steep roof covering and the installation of asphalt shingles, asphalt roof roofing, clay tiles, concrete tiles, slate, wood shake or shingles and other prefabricated shingles products.

    (j)

    Licensed contractor shall mean any person who holds a current state certification or a state registration with a city certificate of competency as a contractor.

    (k)

    Unlicensed contractor shall mean any person who does not hold a current state certification or a state registration with a city certificate of competency while acting as a contractor.

    (l)

    Board shall mean the Quincy Construction Industry Licensing Board created hereby unless the context otherwise requires.

    (m)

    Certificate shall mean a certificate of competency issued by the board as provided herein.

    (n)

    Registration shall mean registration with the board as provided herein.

    (o)

    Certification shall mean the act of obtaining or holding a certificate of competency from the board as provided herein.

    (p)

    Register shall mean the act of obtaining evidence of registration with the board as provided herein.

    (q)

    Registrant shall mean a person who has registered with the board.

    (r)

    Carpentry contractor shall mean those who have the knowledge and skill to install any wood products in a building including, but not limited to, rough framing, structural and nonstructural, trusses, sheathing and the work of a finish carpentry contractor.
